I refer to the decision of the Supreme Court, the Colony of Hong Kong referred to in Paragraph 29 of the Petition that it appears that this is sufficient reason for declining to advise that it be done.

"It is to indorse the petition by right.

That a duplicate of the same has been presented in Shanghai to the Governor who has apparently taken no steps thereon but has forwarded it to the Secretary of State with a request that he will take steps by engaging suitable counsel to protect the interests of the Colony.
